스마트폰이 급속도로 보급됨에 따라 이동통신 시장의 초점이 음성에서 무선 인터넷으로 본격적으로 옮겨가고 있으며 이에 따라 이용자 편익이 증대되고 무선 정보화가 활성화되고 있다. 그러나 한편으로는 이로 인한 가계비 증가에대한 우려도 적지 않다. 시장 경쟁의 성과인 요금 수준이 높고 낮음을 가늠하는 방법 중 하나가 요금 국제 비교이다. 우리나라를 포함한 대부분의 선진국과 OECD 등 국제기구에서는 독자적인 방법론에 따라 주기적으로 비교 결과를 공표하고 있으나 주로 음성통화에 초점을 맞추고 있으며 무선 인터넷은 초보적이거나 검토 중이다. 이에 본 연구에서는무선 인터넷 요금 국제 비교 방법론 수립시 검토되어야할 이슈, 스마트폰의 정의와 관련 시장 획정, 바스켓 결정을 위한 음성과 무선 인터넷간 상관관계, 요금 구조, 속도 제한의 공정 접근 원칙 검토 및 단말기 가격과 서비스 요금 분리문제 등을 살펴봄으로써 우리나라 방법론 수립에 있어 초석을 제공하고자 한다.
Abstract
As smartphones spread rapidly, a focus of the mobile market is being shifted from voice to wireless broadband, where users’benefits are increasing and mobile informatization is being facilitated. Nevertheless,what follows is worries about increasing burden of household payments. One of methods by which the level of domestic price, an indicator of performances of market competition, can be assessed is International Comparison of Mobile Pricing. Although most developed countries including Korea and international forum such as OECD have their own methodology and periodically make public results, their focus is mostly on voice, while arrangements for wireless broadband are either rudimentary or under consideration. In this vein this paper considers issues, possibly raising in establishing international comparison of wireless broadband pricing, such as the definition of smartphones and the determination of relevant market, correlation between voice and wireless broadband and characteristics of distribution of service use, structures of wireless broadband pricing, fair access principle of constraining speed and services, demarcation between handset subsidy and service charges.
