세계 정부조달 시장은 5.5조 달러로 추정되는 거대시장이며, 시장개방을 위하여 일부 WTO 회원국들은 복수간협정인 WTO GPA를 체결하였지만, 아직 개방이 미미한 시장으로 알려져 있다. 본 글의 주목적은 GTAP Version 6에 포함된 데이터를 가지고 Baldwin(1970)의 계산방법을 사용하여 일부 주요국가들과 지역의 정부조달 시장의 무역장벽을 관세상당치로 추정하는 것이다. 본 글의 계산결과에 따르면 물품 분야의 경우 정부조달 시장은 대체로 개방되어 있지만, 한국과 일본 및 소규모 GPA 가입국의 경우 무역장벽이 다소 존재한다. 특히 농산품과 경공산품에 대한 정부조달 시장장벽이 남아있다. 서비스의 경우, 미국과 EU, APEC 일부 국가들을 제외하면 서비스 정부조달 시장은 아직 개방도가 미미하며, 건설서비스 정부조달의 경우, 모든 국가와 지역에 있어서 시장개방도가 미미하다는 결과를 도출하였다. Baldwin(1970)의 계산방법은 정부조달 시장의 무역장벽을 추정할 수 있는 유용한 도구이지만, 몇 가지 문제점이 있다는 점도 주의해야 할 것이다.
Abstract
Government Procurement market is a huge market, estimated to be worth 5.5 trillion US dollars. This paper aims to estimate tariff equivalents for trade barriers in government procurement markets using the methodology developed by Baldwin (1970) and further developed by others, using data included in GTAP6. According to the results of the calculations, for goods, the government procurement markets for various countries and regions are relatively open, but there are some exceptions such as Korea and Japan. Most countries and regions seem to maintain some barriers in government procurement for agricultural goods and light manufactured goods. For services trade in government procurement, most countries and regions seem to have significant barriers with the notable exception of US, EU and some APEC economies. All countries and regions seem to maintain barriers for construction services trade in government procurement. However, we should also note that there are some inherent problems in the methodology of Baldwin(1970), and these results should be interpreted with care.
