Abstract

The purpose of this study is to propose a reasonable and efficient broadband internet universal service introduction strategy according to the government's announced plans to introduce broadband internet universal service. Specifically, we will look at changes in universal service and high-speed Internet environment, present basic directions of broadband Internet universal service introduction, and present a detailed strategy for broadband Internet universal service introduction. The basic directions for the introduction of broadband Internet universal service system are as follows: Complete broadband Internet coverage, minimize distortion of market competition, promote efficient network evolution, and fair share of all participants in Internet ecosystem. The seven detailed strategies based on the basic direction are as follows: 1) nationwide broadband Internet universal service, 2) exemption for high-speed internet in high-cost area, 3) high-quality universal service with high quality, 4) excluding universal service of local telephone to promote efficient evolution of network, 5) universal service loss fund calculation for non-competitive areas, 6) The introduction of a virtual fund-type funding system, 7) the sharing of universal service loss mitigation for all ecosystem Internet users. This study can be used as a basic data for government policy decision by preemptively introducing the broadband Internet universal service introduction strategy. Also, the results of this study can be useful information when a strategy for broadband Internet universal service introduction plan is needed for all members included in Internet ecosystem.
