초록

Korea has led the world in broadband Internet market for many years. Factors which contributed to the growth and Internet proliferation in Korea, especially the role of the Korean government, have been intensely debated over the past years. While Korea benefited much from such IT development, rapid IT growth brought about a variety of negative consequences. With the wide proliferation of broadband Internet, Korea has been forced to deal with unexpected problems, such as Internet addiction, copyright infringement, violation of privacy, data breach, and online defamation. This paper explores the factors contributing to the remarkable proliferation of the Internet and the problems caused by wide Internet proliferation. It then analyzes the strict Internet regulations addressing these problems. Although appropriate regulatory policy will vary depending on the societal structure and prevailing technology of each country, this paper recommends that a minimal government intervention approach should be taken to address social problems caused by the Internet.
