본 연구는 2007년～2013년 간 한국에 투자한 제조업 및 서비스업 분야 외국인투자기업의 입지 결정요인을 네스티드로짓 모형으로 분석했다. 분석 결과, 신규외국인투자기업과 동일산업에 속한 기존 외국인투자기업의 집적이 제조업과 서비스업 모두에서 입지 선택에 긍정적 영향을 미치는 것으로 나타났다. 이는 어떤 지자체가 다른 지자체보다 선제적으로 인센티브를 제공해 외국인투자를 유치하면,후속 투자 유발을 통해 그 효과가 확대될 수 있음을 시사한다. 동일산업의 기존국내기업 집적이나 그 밖의 지자체 특성이 입지 선택에 미치는 영향은 제조업과서비스업 간에 적지 않은 차이가 있었다. 지자체가 중점을 두고 유치하려는 업종에 따라 특화된 투자 유치 정책이 필요할 것이다. 동일산업의 내ㆍ외국인기업 집적은 지자체의 행정구역을 넘어 다른 지자체의 신규 외국인투자에 영향을 미쳤다. 이러한 공간적 상관관계(spatial correlation)는 외국인투자를 유치함에 있어지자체 간 협업의 필요성을 시사한다. 단지형 외국인투자지역이나 경제자유구역설치는 제조업과 서비스업 모두에서 입지 선택에 영향을 미치지 않았다. 지자체로서는 이러한 정책 외에 좀 더 차별화된 투자 유치 정책이 필요함을 시사한다.
Abstract
This paper analyzes the location determinants of foreign investors inKorea over the period of 2007-2013. The analysis uses nested logit modeland covers both manufacturing and service sectors. I find that theagglomeration of industry-specific foreign-invested firms in a localgovernment has positive and statistically significant effects on thelocation choices in both sectors. A local government which has taken astep ahead of others in attracting foreign investments would enjoyself-reinforcing agglomeration effects. In contrast, the agglomeration ofindustry-specific domestic firms and other characteristics of localgovernments have different impacts between manufacturing and servicesectors. Each sector would require bespoke investment promotion policies. The impact of the agglomeration of industry-specific domestic andforeign-invested firms in a local government spills over into other localgovernments. Such spatial correlation raises the need for cooperationbetween adjacent local governments in attracting foreign investments. Government-designated Foreign Investment Zones and Free EconomicZones do not have statistically significant impacts on the location choices. A local government would need to differentiate its investment promotionpolicies to win a race over the others for attracting foreign investments.
