국내 외국인직접투자기업의 입지요인 분석

본 연구는 국내 광역경제권을 중심으로 지역단위에서 외국인직접투자를 효과적으로 유치하기 위한 방안을 모색하고자 국내에 진출한 외국인투자기업들의 입지 선정동기와 영향요인을 설문조사를 통해 분석하였다. 분석 결과 외국인직접투자기업들은 우리나라의 안정된 재무관계나 원만한 노사관계, 지적재산권 보호 등 기업전략 및 구조·경쟁 측면에서 안정적인 사업수행 환경을 입지결정 시 상대적으로 더 선호하는 것으로 나타났다. 또한 전후방연관 산업의 발달, 유사산업 클러스터 구축 등 전통 입지요인들도 여전히 중요한 요인으로 인식하는 것으로 나타났다. 특히 국내 내수시장 규모와 성장속도가 매력적인 요인으로 작용함으로써 국내 외국인직접투자기업들의 국제경쟁력 확보에 기여하는 것으로 보인다. 이밖에도 국내 외국인투자기업들의 입지 영향요인들은 산업별, 광역경제권역별로 차이가 있는 것으로 나타나 향후 중앙과 지방정부의 외국인직접투자기업 유치 노력이 산업별·지역별로 차별화할 필요가 있음을 알 수 있었다.

Abstract

The objective of this research is to investigate the locational determinants of inward foreign direct investment(FDI) in Korea for the purpose of attracting FDI firms to local areas more effectively. By using extensive and unique firm-level questionnaire survey data, it is confirmed that FDI firms are unevenly distributed inside Korea and those firms prefer stable business environments to other factors such as transportation infrastructure, presence of the same and similar industry clusters when they consider their location decisions. The paper also finds that the locational determinants are different by industrial type and the characteristics of each economic region. Therefore, central and local governments need to consider these differences for more effective policy measures to attract FDI firms. Overall, FDI firms acknowledge stable labor relations, high levels of intellectual property protection, sizable market, and well-developed associated industries as key locational determinants in Korea. The most attractive policies for inducing FDI firms are proven to be the exemption of various taxes as well as financial assistance for rents. Especially, the presence of well-developed innovative cluster might be the preconditions for the successful implementation of policies luring FDI firms to a specific region.
