본 논문은 한-EU FTA의 경제적 효과를 추정하고 있다. 서비스 무역장벽으로 호주학자들의 부문별 빈도지수(Dee 지수)와 Hoekman 지수를 GTAP CGE모형(동학모형 및 자본축적모형)에 반영한 후, 한-EU FTA의 상품 및 서비스 부문 동시개방과 서비스 개방 시나리오의 경제적 파급효과를 분석하고 시사점을 도출하였다. 본 논문에서는 보다 현실적이고 정확한 서비스개방 효과를 추정하기 위하여 Dee 지수를 사용한다는 점에서 기존연구와 차별적이다. 주요 결과는 다음과 같다. (1) 한-EU FTA 상품 및 서비스 개방의 파급효과가 여타 FTA에서의 효과를 능가할 정도로 크지는 않았다. (2) 한-EU 서비스 무역자유화의 파급효과가 매우 클 뿐 아니라 상품 및 서비스 개방 파급효과의 결정적 기여요인이라는 가설 또한 타당하지 않았다. (3) 선행연구가 한-EU FTA 효과를 과대 추정하였던 것은, 무역자유화의 효과를 계산할 때 Hoekman 지수를 사용하였기 때문이다. UR 이후 서비스 장벽이 완화된 현실을 반영하지 못하는 Hoekman 지수를 사용하여 한-EU FTA 효과를 측정할 경우 한국의 GDP 증가를 140-190%(2.4-2.9배) 과대평가하게 된다. (4) 한-EU FTA에 따른 외국인 투자 증가가 약 6.1%로 추정되었다. 즉 외국인 투자유입이 크게 확대될 가능성은 크지 않다. (5) 한-EU FTA로 대 EU 서비스 수입이 크게 증가할 것이라는 가설 4를 확인할 수 있었으나 이에 따라 국내 서비스 생산이 크게 타격을 받을 것이라는 가설 5는 실증적으로 타당하지 않았다. (6) 한-EU FTA 서비스 자유화로 한국이 미국으로부터의 수입을 EU로부터의 수입으로 대체함으로써, 미국의 대 한국 서비스 수출이 크게 위축될 것이라는 가설 6은 실증적으로 타당하였다.
Abstract
This paper estimates economic impacts of the Korea-EU FTA under the eight liberalization scenarios, after adjusting the original GTAP database through inputting Hoekman indices and/or Dee indices as sectoral tariff equivalents (barriers in service trade). Major findings and implications of this paper are as follows. First, earlier studies may probably overestimate the economic impacts of the FTA's service liberalization on Korean economy. This is mainly due to the employment of Hoekman's indices, which places regional and sectoral barriers in service trade too high. Second, the impacts of goods and service liberalization on the Korean economy may also be exaggerated in a similar way, and services liberalization is not any more a major factor generating large gains from the FTA. Third, huge inflows of FDI in Korea, implied by earlier studies, cannot be verified empirically; according to this study, Korea's FDI inflow is expected to increase by 6.1 percent. Fourth, it is empirically verified that Korea's services imports from the EU increase a lot, replacing the imports from the United States. However, one of the earlier implication is not verified that domestic service production would hit by flooding imports from the EU.
