공간회귀모형을 이용한 FTA가 FDI에 미치는 영향 분석: 한국의 사례

초록

본고는 2002~2012년 기간 동안 한국이 해외직접투자를 하고 있는 81개 국가를대상으로 한국이 체결한 FTA와 FDI 유치국이 체결한 FTA가 한국의 해외직접투자에 어떤 영향을 미치는지를 분석하였다. FTA와 FDI가 주변국의 존재에 영향을많이 받는다는 점을 고려하여 본고는 다른 연구와는 달리 공간회귀모형을 이용하여 공간효과 또는 제3국 효과를 분석에 포함하였다. 분석한 결과, 한국이 체결한FTA와 FDI 유치국이 체결한 FTA가 한국의 해외직접투자에 긍정적인 영향을 미친다는 사실을 발견하였다. 더욱이 한국기업들은 FTA를 이용하여 해외투자를 할때에는 요소 격차를 이용한 투자보다는 시장을 선점하기 위한 수평적 투자를 선호하는 것으로 분석되었다. 이러한 과정에서 공간효과가 중요하며, 특히 FTA를 이용하여 수평적 투자를 할 때 공간효과가 매우 민감하게 반응한다는 사실을 발견하였다. 또한 한국의 해외직접투자는 수평적 투자 동기를 갖고 있으며 교역과는 상호 보완적 역할을 하고 있는 것으로 분석되었다. 따라서 본고는 한국기업들이 해외진출을 할 때에는 한국과의 FTA 체결 여부와 FDI 유치국의 체결한 FTA 네트워크를 고려할 필요가 있으며, 특히 FDI 유치국이 체결한 FTA가 경제적 시장규모를 확대시키는 경우 해외직접투자를 확대하는 것이 더 유리하다는 정책적 시사점을 제시하였다. 또한 본고는 주변국의 외부성을 고려하여 주변국의 인프라, 교역여건, 생산네트워크 등을 고려하여 해외직접투자를 하는 것이 바람직하다는 시사점을 제시하였다.

Abstract

This paper investigates the effects of both FTAs of Korea and FDI host countries from Korea on Korea's Outward FDI using panel data from 81 countries that hosted Korea's FDI during 2002-2012. The paper explores the spatial effects or third-country effects through the spatial regression model as FTA and FDI are affected from third-country externality. The empirical results show that the FTAs of Korea and FDI host countries have positive effects on FDI. The paper demonstrates that Korean firms prefer the horizontal-motivated FDI in order to seek markets to vertical-motivated investment to seek efficiency in terms of traditional resources. The paper finds that the spatial effects are important for FDI, and the spatial variables are sensitive to horizontal-motivated FDI. Moreover, Korean FDI has a horizontal-investment motive and a complementary relationship with trade. Thus, this paper suggest that Korean firms have advantages in investment over abroad when they use FTAs and FTA networks which expand market sizes. The paper also suggest that FDI has a better performance as they consider infrastructure, trade, and production networks of third-countries due to the spatial effects.
