Abstract
Purpose Using the cognitive appraisal theory of emotions, this study aims to examine whether narrative or two-way symmetrical messages effectively engage the public. Method This study was conducted rigorously, employing correlational, t-test, and hierarchical regression analyses to test hypotheses on message and public engagement. Data was collected from various sources, including narrative and two-way symmetrical public relations messages from the Ministry of Foreign Affairs, Ministry of Employment and Labor, and Ministry of Gender Equality and Family. This diverse range of cases ensures the validity and reliability of the findings. Results The results indicate significant correlational relationships between perception, appraisal, and public engagement in the case of narrative and two-way symmetrical public relations messages. However, perception or response did not mediate the relationships between narrative and two-way symmetrical public relations messages and responses. Conclusions From these findings, we can infer that the public’s engagement with government public relations messages is driven by emotional and social factors, rather than rational or deliberate considerations.
