한국군 간부의 군대윤리 덕목에 관한 연구

본 연구의 목적은 첫째, 한국군 간부가 군대윤리의 덕목을 선정할 때 고려할 사항을알아보고, 둘째, 학자나 기관 등에서 주장하는 덕목을 검토하여 시대에 맞는 덕목을 선정하며, 셋째, 그러한 덕목을 효과적으로 실천하는 방안을 제시하는 데 있다. 연구방법은 각종 법령과 규정, 군에서 발간한 책자와 학자들의 주장을 참고하여 문헌연구 위주로분석하였다. 연구결과 덕목 선정시 고려할 사항으로는 군의 조직문화와 군인정신, 핵심가치, 리더십, 법과 규정 등인데 이중 군인정신과 핵심가치는 필수 요소로 모두 포함하였다. 핵심덕목 선정은 사회적 투명성과 윤리적 기준이 높아진 시대적 상황을 고려하여, 개인적 덕목은 명예, 정의, 정직, 청렴, 성실을, 직업적 덕목은 충성, 용기, 책임, 존중, 전문성을, 전쟁 도덕은 전쟁법의 준수 등 11가지를 선정하였다. 그러한 덕목을 효과적으로 실천하는 방안으로는 윤리 덕목의 교육과 훈련 프로그램의 개선, 윤리 중심의 조직문화와 규범의 확립, 간부의 윤리적 리더십 함양, 법과 제도의 개선 등 크게 4가지 분야로 구분하여제시하였다. 군 간부의 윤리는 단순히 개인의 성품 차원을 넘어, 군 조직 전반의 정당성과 효율성을 담보로 하는 핵심가치다. 이러한 윤리적 품성을 간부들이 갖출 때, 비로소 ‘강한 군대’와 ‘신뢰받는 군대’로 도약할 수 있다. 따라서 본 연구에서 제시한 윤리 덕목과 제언들이 실질적인 윤리 교육과 제도 개선에 반영되어, 군의 질적 성숙에 밑거름이 되기를기대한다.
Abstract
onsiderations for Korean military officers when selecting the virtues that constitute military ethics; second, to review virtues proposed by scholars and military institutions in order to determine those most relevant to contemporary society; and third, to suggest practical approaches for cultivating and implementing such virtues effectively. The research method employed a literature-based analysis, drawing upon military laws and regulations, official military publications, and academic discussions. Key words: Personal virtues, professional virtues, the law of war, military spirit, core values The study found that the major factors influencing the selection of ethical virtues include the organizational culture of the armed forces, military spirit, core values, leadership principles, and legal frameworks. Among these, military spirit and core values were deemed essential. In light of the increasing societal emphasis on transparency and ethical accountability, the study categorized the virtues into three domains: Personal virtues – honor, justice, honesty, integrity, and sincerity; Professional virtues – loyalty, courage, responsibility, respect, and professionalism; War ethics – compliance with the laws and customs of war. To promote effective practice of these virtues, four key measures were proposed: (1) enhancement of ethics education and training programs, (2) establishment of an ethics-centered organizational culture and norms, (3) development of ethical leadership among officers, and (4) improvement of relevant laws and institutional systems. Military ethics, as emphasized in this study, are not merely personal attributes but fundamental values ensuring the legitimacy and operational effectiveness of the armed forces. Only when officers embody these ethical virtues can the military advance as both a strong and trusted institution. It is therefore anticipated that the findings and recommendations of this research will contribute to the enhancement of ethical education, institutional reform, and the qualitative maturity of the Korean military.
