Abstract
This study analyzes the institutional and political factors that determine whether deliberative democracy can drive meaningful legal and policy reforms. It compares four national cases—Ireland, France, Poland, and South Korea—using a combined framework that integrates Mansbridge’s systemic model (input–throughput–output) and the four-step process from Ireland’s Citizens’ Assembly: deliberation, recommendation, political acceptance, and enactment via referendum or legislation. Ireland successfully implemented constitutional reforms on abortion and same-sex marriage through deliberation followed by referenda. France’s Citizens’ Convention on Climate produced numerous proposals, but most were not adopted. Poland’s climate assembly had minimal national impact, and South Korea’s temporary Deliberation Committee lacked institutional continuity or legal authority. The study identifies five key conditions for successful deliberative-direct democracy integration: (1) strong legal frameworks, (2) political prioritization, (3) stakeholder conflict resolution, (4) fair and informed citizen participation, and (5) active civic and media engagement. These elements jointly shape the ability of deliberative processes to influence actual policy.
