성공적 공적숙의, 무엇이 필요한가?: 민-군 갈등 사례 분석을 통한 관리적 과제의 탐색

초록

정책결정 과정에 공적숙의가 활용되는 사례가 점차 증가하고 있다. 공적숙의는 다양한 이해관계자들의 의견과 이익을 반영할 기회를 제공함으로써 정책의 정당성과 합리성 제고에 기여한다. 반면 합의 도출에 과도하게 많은 시간과 비용이 소모되거나 정책에 관한 논의가 형식적 수준에 머물고, 특정 이해관계자의 이익에 편향된 정책결정이 이루어지는 등 위험성 또한 동시에 존재한다. 본 연구는 공적숙의의 단점을 극복하고 숙의가 ‘성공적 공적숙의’가 되기 위해 정부에게 필요한 관리적 역할에 주목하였다. 따라서 성공적 숙의를 위해 필요한 숙의의 요건을 살펴보고 이러한 요건을 충족하기 위한 정부의 관리적 역할을 확인하였다. 또한 공적숙의의 과정에서 정부가 정책목적을 달성하는 동시에 공적숙의의 근본을 훼손하지 않기 위한 구체적인 과제를 탐색하였다. 탐색한 정부의 관리적 과제들은 최근의 민·군 갈등사례에 적용하여 공적숙의에서 정부의 관리 역량이 성공적 공적숙의에 어떠한 영향을 미치는지를 확인하고자 하였다. 분석 결과는 공적숙의 사용 여부에 대한 전략적 판단에서부터 숙의 결과의 정책화를 통한 문제 해결까지 본 연구가 제시한 성공적 공적숙의를 위한 일련의 과제와 그 실천을 위한 정부의 관리 역량 및 노력의 중요성을 시사한다.

Abstract

Public deliberation is more widely used than ever in public policy-making. It is hailed by many as an innovative tool for discovering, reflecting and balancing values and interests of a complex array of stakeholders, thereby enhancing the legitimacy of policy decisions. However, cases are also reported where decisions are blocked, delayed or biased in the process of public deliberation. These potential costs and benefits suggest the importance of properly designing and implementing public deliberation, what one might call ‘successful public deliberation.’ This study explores strategies for successful public deliberation by identifying a series of managerial tasks and activities expected on the part of government and its managers. A recent civic-military conflict case was utilized for illustration to highlight and validate the importance of such tasks and activities. The case analysis suggests that public deliberation creates value only when it is properly planned, designed, and implemented by public managers with essential competencies in it. This study contributes to the literature by providing a framework for understanding, analyzing and practicing successful public deliberation.
