Abstract
Ships are continuously exposed to maritime hazards and operate as self-contained communities in isolated environments detached from land. Consequently, significant authority is centralized in the captain, resulting in a rigid command structure and hierarchical order among crew members. Within this distinct context, the current shipboard voting system reveals several challenges. First, the exclusion of crew members on domestic coastal vessels, inshore fishing boats, and foreign-flagged ships from suffrage constitutes a violation of seafarers’ fundamental voting rights as guaranteed by the Constitution. Second, environmental and operational constraints compromise the secrecy and freedom of elections, thereby undermining the autonomy and integrity of political participation. This paper proposes several improvements to expand the scope of suffrage rights for seafarers. These include amending laws such as the Public Official Election Act to broaden the voting rights for seafarers, assisting to shipboard voting facilities for domestic vessels and fishing boats, securing voting rights for crews on foreign-flagged ships, and fostering international cooperation frameworks. Additionally, to safeguard the secrecy and freedom of elections, the paper suggests improvements such as documenting and preserving the voting process, strengthening penalties for electoral interference, mandating training on voting procedures, and enhancing collaboration with seafarer organizations. Through these improvements, this paper seeks to substantively guarantee the suffrage rights of seafarers and contribute to the fairness and reliability of shipboard voting.
