Abstract
This study aims to understand recent deliberative democratic institutions in two-track model by J. Habermas. Habermas's two-track model is based on the two different contexts within the deliberation of two different tracks; informal public sphere and institutionalized political system. The public sphere amplifies the context of discovery while the political system emphasizes the context of justification. Thus, the deliberative process and contents in the informal public sphere and institutionalized political system can occur independently but organically. The discussion on the deliberative democracy system was conducted as a system in the parliament (Germany case), participation in the jury with a strong government facilitator (the UK Citizen Juries), the pros and cons consultation toward the government’s agenda(office for government policy coordination). While German case is considered as a frame within the democratic system of representative democracy, the UK citizen juries function as a consultation institute for the government. However, the office for government policy coordination represents the limited connection between the government and the civil society. The research suggests that deliberation in the informal public sphere and deliberation in the formal political system can be different in content and process of deliberation with efficient transit, linking to each other for the enhancement of deliberative democracy.
