Abstract
Purpose: This study examined the experiences and perceptions of professionals supporting community-based vocational development for individuals with developmental disabilities, to propose practical and policy implications for a sustainable vocational support system for adults with disabilities. Method: The participants were five professionals with 8-12 years of experience from welfare centers and special education schools. Data were collected through online interviews and analyzed using Braun and Clarke’s(2006) thematic analysis. Researcher triangulation and participant validation ensured trustworthiness. Results: First, welfare centers, special education schools, and employment agencies should function as strategic hubs that link key stakeholders, rather than serving as just training providers. Second, because inter-institutional collaboration depends largely on personal connections, a structured system with regular meetings, clear roles, and information sharing is needed. Third, individualized transition support remains limited, highlighting the need for a continuous system starting from training to employment and follow-up. Fourth, practitioners’ on-site expertise enables tailored support and effective problem-solving, playing a crucial role in improving employment outcomes. Conclusion: This study offers qualitative evidence for restructuring community-based vocational support for adults with disabilities, highlighting the need for stronger hub functions, individualized transition support, cooperative governance, and practitioner-centered systems.
