Abstract

The contents of the 10.4 Declaration contain many issues such as setting an inter-Korea joint fishery zone, Haeju harbor development and investment, and Han River joint development. Those are closely related to Incheon because the 10.4 Declaration is not an exaggeration to be told as the ‘Incheon declaration’. If Incheon’s logistics, technology and capital merges with both Gaeseong’s light industry and Haeju’s heavy industry, it is possible to construct the West Sea economic hub based on an inter-Korean peace system. Building peace in the West Sea should be considered for not only sharing peace on the Korean Peninsula but also for terminating a cease-fire agreement and making a peace agreement. To convert a cease-fire agreement into a permanent peace agreement, maritime boundary issues etween South and North Korea should be made clear. NLL is a very difficult and complicated issue to deal with in the perspective of international law, politics and military. It is dominant in government and the academic world that NLL has a legal status in the international community as maritime boundary because NLL has practically played a key role as them the maritime boundary between North and South Korea, which North Korea has agreed on its role. On the other hand, some parts of the academic world point out that North Korea has not officially agreed on the Northern Boundary as well as it is difficulty say that the U.S. and UN would have the same position as South Korea. Historical background on setting up the NLL is closely related to not only a cease-fire agreement during the Korean War but also the process of treatment after the war. And, now the NLL has had a historical background all the while between North and South Korea. This writing has a purpose to analyze the meaning and dispute of the Special Zone of Peace and Cooperation in the West Sea Initiative which was agreed at the inter-Korea summit in 2007 as a solution of the West Sea NLL issue. In which is the pressure point of the Korean Peninsula and the security issue between North and South Korea as well as to suggest a role for Incheon regarding these concerns. To help clarify the West Sea NLL issue firstly, the NLL’s legal status and a point of dispute in a perspective of international law need to be analyzed. After the analysis, then it paper will move on and review the meaning of the Special Zone of Peace and Cooperation in the West Sea Initiative and how to push for it as agreed at the second inter-Korean Summit, and how much they are related to the West Sea NLL issue. Lastly, I will suggest a role of Incheon as a platform of inter-Korea exchanges and cooperation of conceiving of theSpecial Zone of Peace and Cooperation in the West Sea Initiative and constructing economic belt which connects Incheon, Haeju and Gaeseong.
