민주주의는 기본적으로 다원성을 기반으로 운영되기 때문에 민주주의가 공고화될수록 사회의 다원성은 더욱 심화될 가능성이 높다. 이에 본 연구는 다원성의 심화가 소통을 중시하는 리더십을 이끈다는 점을 논의하고, 인천광역시의 사례를 토대로 이 문제를 고찰하고 있다. 구체적으로 본 연구는 오늘날 한국에서 민주화, 지방화, 정보화, 경제발전, 세계화, 남북관계의 특수성 등이 다원성의 심화를 이끌고 있다는 점을 지적하고 있다. 그리고 인천광역시의 경우 이 외에도 인구 구성이나 지역환경 등의 다양한 내부적 요인들로 인하여 다원성의 수준이 높은 특징을 보인다는 점을 다각적으로 살펴보고 있다. 뿐만 아니라 이러한 상황 속에서 인천광역시는 어떠한 내용과 방식으로 소통의 리더십을 보여주고 있으며, 그 성과와 한계는 무엇인지에 대하여 논의하고 있다.
Abstract
Democracy is operated based on diversity. Therefore, it is regarded that diversity is deepened as democracy is consolidated. Considering of this conventional wisdom, this study, focused on Incheon city, discusses and inquires that communication leadership becomes more important as diversity is deepened. To be more specific, this study points out that democratization, localization, globalization, the uniqueness of Korea (the South/North divide), and ideological divide make our society more diverse. In addition, the demographic composition and the regional circumstances in Incheon city show highly diverse characteristics among citizens especially related to the perception as to what issues and problems deserve priority. In this vein, it discusses what kinds of the contents and the methods are used in Incheon city for communicating with the citizens as well as what are the products or the limits regarding these issues.
