Abstract
In an increasingly uncertain and complex administrative environment, the performance of public organizations hinges on the proactive behavior of civil servants grounded in autonomy and accountability. This study investigates the organizational factors that influence proactive administration, with a specific focus on goal clarity and charismatic leadership. It empirically examines whether goal clarity promotes proactive behavior among public officials and whether charismatic leadership moderates this relationship. The analysis draws on data from 1,012 respondents working in central and local government agencies, extracted from the 2024 “Comparative Survey on Perceptions of Public and Private Sector Members” conducted by the Korea Institute of Public Administration. Hierarchical multiple regression analysis reveals that goal clarity has a significant positive effect on proactive administration. Charismatic leadership not only directly enhances proactive behavior but also strengthens the relationship between goal clarity and proactive administration through its moderating role. These findings highlight the critical importance of goal management and leadership strategies in fostering proactive behavior among public servants. Furthermore, the study provides empirical support for the integrative application of goal-setting theory and leadership theory within public administration contexts.
