구로구의 전자 시민참여 운영현황 및 평가

구로구는 “디지털 구로 실현”이라는 캐치프레이즈 아래 정보통신기술을 활용한 시민중심의 효율적인 열린 정부 구현을 비전으로 설정하였다. 이를 위해 구로구는 전자거버넌스의 4대 분야로서 E-service, E-information, E-administration, E-participation을 추진하여 정보화에서 앞선 도시로 발전하였다. 인터넷과 핸드폰을 이용하는 전자시민참여 프로그램으로는 홈페이지에 ‘구청장에게 바란다,’ 사이버 여론조사, SMS 여론조사, 사이버 정책토론방 등을 운영한다. 매년 약 3,000 명의 주민이 ‘구청장에게 바란다’를 이용하여 생활불편사항, 문의사항, 제안들을 제출하고 있으며 이용 주민에게 만족도 설문조사를 하였다. IT 기술을 이용하여 주민의견을 정책에 반영함으로써 시민의 요구에 대응하는 정책을 만들고 있다. 주요 정책과 프로젝트에 대한 시민 여론 조사를 핸드폰과 홈페이지를 통해 하며 매월 토론주제를 놓고 사이버 정책토론방에서 시민과 공무원이 토론한다. 구로구의 사이버정책토론방이 성공적으로 운영되는 요인을 분석하고 마지막으로 지방정부에서 전자민주주의 시책을 추진하는데 있어서 시사점을 논의한다.
Abstract
Under the slogan of "Realization of Digital Guro," Guro District is pursuing ambitious e-governance vision making the citizen-centered, efficient, and open government utilizing IT in administration. Guro has been able to develop into an advanced digital administration city through four cornerstones of e-governance such as E-service, E-information, E-administration, and E-participation. With regard to e-participation programs, Guro District utilizes IT technology including high-speed Internet and mobile phones, and provides E-mail to the Mayor, Cyber Survey, SMS Survey, and Cyber Policy Forums. Annually 3,000 citizens send E-mail to the Mayor reporting complaints, requesting information, or suggesting new ideas about administration. Various dimensions of citizens' satisfaction with E-mail to the Mayor were surveyed. Using IT, Guro reflects citizens' opinions in city policies and produces more tailored policy solutions for citizens. Opinion surveys on major policies and projects are conducted through mobile phones and the city homepage. Cyber Policy Forums are offered every month with relevant discussion topics. Some success factors of Guro's Cyber Policy Forum are analyzed. Finally, implications for implementing practices of e-democracy at local governments are discussed.
