대서양 핵군(MLF) 핵공유프로그램과 서독

MLF Nulcear sharing Program and Federal Republic of Germany

초록

핵공유 프로그램은 영국 및 프랑스 등 유럽국가들의 핵보유로 인해 과거 미국과 소련의 핵선점이 사라지고 1955년 제네바 협정의 결렬 이후 국제상황이 변화되면서 미국정부가 대서양 동맹의 균열을 방지하고 나아가 핵확산을 막기 위해구상된 안이었다. 그러나 프랑스 드골정부는 이러한 미국의 핵공유 계획안에 대해 격렬히 반대했고 급기야 1966년 나토를 탈퇴하기에 이른다.영국정부는 프랑스의 핵개발이현실화되자 이를 견제하고자 미국의 안을 대폭 수용하게 되었다.이것이 이른바나쏘협정이다. 나쏘협정에 대해 가장 적극적이었던 국가는 서독이었다.서독은 핵공유프로그램을 통해 핵접근권을 가질 수 있고 나아가 서독의 유럽내 발언권이 증대될 수있다고 판단했다.이러한 핵공유 프로그램은 결국 무산되고 핵확산 금지조약(NPT)으로 귀결되었다.1960년대 핵공유 프로그램에 대한 각국의 입장차이를통해 당시 국제상황의 역학구도를 면밀히 이해할 수 있다.결국 핵공유프로그램은 폐기되었으나 이는 NPT를 추진하는 데 있어서 중대한 수단으로 작용하였음을 볼 때 핵공유 프로그램이 과연 헤프닝적 사건이었는가에 대해서 의문을 제기할 수 있다. 주제어:대서양핵군,핵공유 프로그램,핵확산 금지조약,케네디,아데나워

Abstract

After the breakdown of Geneva Conference in 1955, the international situation changed rapidly. Super powers wished to maintain status quo, Britain and France became nuclear states, as a result U.S. and Soviet lost Nuclear monopoly. Nuclear sharing program was the plan tha tU.S. Administration designed to protect the North Atlantic alliance further, U.S. administration designed this plan to protect against nuclear proliferation. However, the French de Gaulle administration desperately opposed any nuclear sharing program and with drew from NATO at last. Britain administration followed American line to make a diversion when French nuclear program was realized. This was the Nassau Agreement in 1962. The administration of Federal Republic of Germany(hereafter FRG) showed an enthusiastic attitude to nuclear sharing program. FRG's administration judged that FRG could acquire nuclear access rights through nuclear sharing. Furthermore, FRG could have more rights to speak its thoughts in Europe. But, this program was cancelled eventually and NPT was chosen as an alternative. We can see the international situation at that time through the opinion gap about nuclear sharing program in 1960s.The nuclear sharing program failed,but this affected NPTwith significant meaning. So we need to consider whether the nuclear sharing program wasjust a happening or something to look thoroughly into.
