이 논문은 1950년대말부터 1963년까지 유럽주의와 대서양주의의 갈등측면에서 유럽통합과정을 분석함을 목표로 한다. 이를 위해 이 시기 통합사에서 중요한 사건인 푸셰플랜과 나소협약(Nassau Agreement), 독불우호조약과 다국적핵무기안(Multilateral Forces: MLF)을 중심으로 유럽주의와 대서양주의를 분석한다. 유럽통합사에 획은 그은 이런 사건들이 별개의 사건이 아니라 상호밀접한 연관속에서 전개되었다는 점에 주목해 이런 연관성을 중심으로 글을 전개한다. 유럽통합사의 측면에서도 위에서 열거한 사건은 중요한 의미를 지닌다. 푸셰플랜에서 쟁점이 됐던 유럽통합의 방향 - 초국가주의 혹은 주권국가간 협력과 유럽통합에서 미국의 역할, 프랑스의 유럽통합정책 - 은 수십 년이 지난 이후에도 상이한 상황에도 불구하고 계속되는 논쟁이자 핵심이슈이기 때문이다. ‘공문서 30년규칙’에 따라 정부의 공식문서는 대개 작성된 지 30년이 지나면 비밀해제된다. 따라서 이 시기의 문서는 상당수 비밀해제됐다. 국외의 기존연구는 비밀해제된 공문서를 분석하면서 한 나라의 입장에서 혹은 미국과 프랑스, 영국, 독일 등의 문서를 종합분석하면서 논쟁을 다룬 논문 등이 주를 이루고 있다. 반면 국내연구는 대부분 1950년대 중반, 혹은 말까지를 다루고 있다.본고는 국외의 기존연구를 비판적으로 검토하면서 국내의 연구가 미진한 부분을 보충하고자 한다. 특히 비밀해제된 독일 외무부의 문서(1963년을 다룸)를 집중분석하면서 당시 치열하게 전개된 유럽주의와 대서양주의의 갈등을 분석한다. 국내 연구가 미진한 부분을 보충하고 독일 외무부의 비밀해제된 문서를 집중분석해 기존의 설명을 재확인하고 새로운 시각을 제공하려고 노력한다는 점에서 독창성을 지닌다.
Abstract
This paper aims to analyse the European integration process in the early 1960s from the perspectives of Europeanism and Atlanticism. It is mainly focused on Fouchet Plan, Nassau Agreement, Franco-German Treaty of Friendship and Multilateral Forces. It draws particular attentions to the fact that these crucial events are closely interrelated. In addition, main controversies in the Fouchet Plan as to whether main actors in the integration should be nation-state or supranational institutions are still relevant in today's European Union. Many of official documents during the years are declassified as the Member States of the EU have a thirty-year rule: official documents are open to the public thirty years after they had been written. While there are many useful articles on the topic in the EU, in Korea research on this is very limited. Thus, this article seeks to fill a gap in the research. It is also original in that it accessed to the declassified documents in West German Foreign Ministry and tried to give new insights.
