Abstract

Having experienced two world wars, Europe made sustained efforts to prevent the recurrence of interstate conflict. These efforts eventually led to European integration and the development of the Common European Framework of Reference for Languages (CEFR), which positions language education as a means of fostering a society grounded in coexistence. Korea also endured the tragedies of World War II and Japanese colonial rule. Therefore, it must develop foreign language education in the same way that Europe has. This raises two central questions: how Japanese language education in Korea has incorporated the CEFR, and whether such efforts have contributed to easing historical tensions with Japan and building a relationship of coexistence. This study addresses these questions by reviewing prior research on Japanese language education in Korea. The analysis focuses on how the CEFR has been applied, and how this framework has been utilized to promote coexistence-oriented perspectives between Korea and Japan. The findings indicate that since 2001, research and practice related to CEFR-based testing, assessment scales, and curriculum design have steadily expanded. However, initiatives directly aimed at cultivating coexistence through CEFR-informed pedagogy remain relatively limited. To further contribute to their coexistence, Japanese language education in Korea should foster more exchange-oriented learning by drawing not only on the JF Standard for Japanese-Language Education but also on the CEFR itself—whose overarching purpose is to promote a society grounded in coexistence in Europe—as well as the CEFR Companion Volume and the Reference Framework of Competences for Democratic Culture (RFCDC), both of which emphasize the cultivation of citizens capable of living together in culturally diverse environments.
