Abstract

This study analyzes how asymmetric negotiations initiate and reach agreements through the case of the First North Korean Nuclear Crisis (1993-1994). By integrating Zartman's Ripeness Theory and Udalov's Balance of Interests Theory, it examines the continuous process of 'conflict-negotiation-balance.' Both North Korea and the United States transitioned to negotiations through mutually hurting stalemate and perceived way out. During negotiations, mutually exclusive interests were restructured into nonintersecting interests and ultimately into coinciding interests. The 1994 Geneva Agreed Framework demonstrates this institutionalization of interest balance. However, this represented a partial rather than complete equilibrium, maintained unstably according to external conditions. This study emphasizes that negotiations constitute a dynamic process of perceptual transformation and interest restructuring rather than power balance, offering implications for resolving current North Korean nuclear issues.
