Abstract
South Korea's state governance has experienced a crisis of dysfunction as the imbalance between politics and administration deepened due to the creeping politicization of the bureaucracy since the transition to democratic rule. In response to this crisis, attempts have been made to de-bureaucratize state administration, which only exacerbated the imbalance. This study explores institutional challanges for democratic governance that balances politics and administration, focusing on the technical and ethical-cultural characteristics of Weberian bureaucracy that have been overlooked in the process of de-bureaucratization. Specifically, it points out the need to restore bureaucratic ethos that emphasizes not only the procedural (formal) rationality and technical expertise of bureaucracy but also its responsiveness to political leadership. It also maintains that, based on functional differentiation, it is imperative to separate the professional bureaucracy from the elected government and institutionally strengthen its partisan neutrality. In other words, it argues that the quality of democratic governance can be enhanced by establishing the new separation of executive power to reflect the politics-administration dichotomy as well as by strengthening the duty and responsibility ethics of Weber's ideal bureaucracy.
