남중국해 남사군도와 중국의 움직임에 대한 필리핀 아키노 행정부의 국방정책과 대응전략: 기능주의적 방식 모색

본 연구는 남중국해 남사군도와 관련된 최근 중국의 움직임에 대한 필리핀 아키노 행정부의 국방정책과 대응전략을 면밀히 살펴보고, 그 갈등관리로서 기능주의적 방식을 모색해 보고자 하는 것이었다. 연구결과, 필리핀 아키노 행정부는 국가주권수호와 영토보존을 국방정책의 기조로 삼고 남중국해와 관련되어 일어나고 있는 중국과의 갈등문제를 최대현안 중의 하나로 다루고 있음이 밝혀졌다. 특히 그들은 칼라얀군도의 경우 크게 세 가지의 원칙, 즉 무주도(無主島; terra nullius)의 원칙, 근접성 및 EEZ의 원칙, 대륙붕의 원칙을 내세워 그 영유권의 정당성을 주장하고 있다. 또한 아키노 행정부는 최근 남중국해 문제를 국가의 ‘핵심이익(core interest)'으로 지목하고 거침없는 행보를 보이고 있는 중국에 대해 몇 가지 대응전략을 펼치고 있는 것으로 파악되었다. 이를테면 아세안의 틀을 활용한 다자간 협상전략, 미국을 지렛대로 한 견제전략, 실제적인 군사대비태세 강화를 통한 대응전략, 주변국들의 군사적 지원 및 협조요청을 통한 대응전략, 일명 ‘필리핀식 해법’을 통한 맞불전략 등을 아키노 행정부가 대(對) 중국을 향해 펼치고 있는 것이다. 그런데 연구자는 이러한 아키노 행정부의 대(對) 중국을 향한 전략이 남중국해 남사군도 문제의 근본적 해결점을 찾기가 쉽지 않다는 시각과 함께 하나의 대안으로서 기능주의적 방식을 모색해 보았다.
Abstract
This study attempts to deeply examine the Philippine Aquino Administration's defense policies and response strategies on the Spratly Islands in the South China Sea and the move of China, and then tries to search for the Functionalist Way. In the results of research, it could be found out that the Philippine Aquino Administration deals with the territorial issue in the South China Sea as one of the major sources of concern to protect national sovereignty, and to preserve territorial integrity, which are two main pillars of defense policy. In particular, they claim the justification of the sovereignty and the ownership of territory in case of Kalayaan Island Group looking up to three principles such as the principle of terra nullius, the principle of proximity and the 200-nautical mile EEZ, and the principle of the continental shelf. And also, it could be grasped that the Aquino Administration maps out various response strategies to cope with the recent move of China which is growing its assertiveness and military capability, such as multilateral negotiation strategy utilizing the ASEAN framework, diversionary strategy applying United States' help as a leverage, response strategy through the practical military preparedness, response strategy through the diplomatic support and military help of neighboring countries, and running strategy against China through the proposal of Philippine-styled solution to separate dispute areas in South China Sea from non-disputed waters. But the researcher tried to search the Functionalist Way in the viewpoint that it is hard for the Aquino Administration's strategies towards China to find out a solution to South China Sea dispute issue.
