21세기의 한국은 역사적 대전환기에 놓여 있다. 제4차 산업혁명은 우리에게 큰 기회로 다가오고 있는 반면, 근대화에 따른 구조적 위험(환경위기 등)은 모든 인류에게 닥치는 형세이다. 우리나라는 지정학적 위치와 역사적 유산으로 인해 미중 간의 투키디데스 함정에 함께 빨려들 소지가 큰데, 설상가상으로 북핵 위기도 마주하고있다. 냉정히 판단한다면, 우리가 지혜를 모으고 힘을 합쳐도 역경을 이겨내기 어렵다. 문제는 이런 위기 상황에서 보수와 진보라는 두 정치 진영이 배타적인 권력 싸움으로 역량을 소진함으로써 민족의 앞날을 더욱 위태롭게 한다는 데 있다. 이에 필자는 개인의 자유와 시민의 미덕, 공동선을 중시하는 공화적 지성을 극복의 한 방안으로제시하고자 한다. 여러 정치 집단이 각기 제 고유한 정책으로 경쟁을 하더라도 공적인 조화를 이루는 방식으로 협력한다면, 우리 사회가 역경을 이겨낼 수 있을 것이다
Abstract
Korea in the 21st century is in a period of historical transformation. While the 4th industrial Revolution is approaching us as a great opportunity, the structural risks(e.g., environmental crisis) of modernization lies with all mankind. South Korea is highly likely to be sucked into a Thucydides trap between the U.S. and China due to its geopolitical position and historical heritage. We are, to make matters worse, also exposed to great threats from North Korea’s nuclear weapons. When judging coldly, it will be hard to overcome adversity even if we gather wisdom and work together. The problem is that despite the crisis, the two political camps, conservatives and progressives, further jeopardize the nation’s future by exhausting their capabilities through exclusivepower struggles. Therefore, I would like to present a republican intellect that values freedom, civic virtue, and common good as a way to overcome it. If various political groups cooperate in a public harmony even if they compete with their own policies, our society will be able to overcome adversity.
