초국적 농식품복합체의 농업지배에 관한 고찰

초록

최근 초국적자본을 중심으로 국경을 초월한 경제적 거래의 급속한 확장과 지구적 차원에서의 자본축적이 활발하게 이루어지고 있다. 농업부문에서도 지구적 규모의 농식품체제의 집중과 농업관련기업의 초국적화가 선후진국을 막론하고 급속하게 진행되고 있다. 이 과정에서 농식품복합체는 국가를 초월한 지구적 규모의 농식품 조달체제안에서 농업생산자로부터 최종소비자까지를 묶는 중심적인 역할을 하고 있다. 농식품복합체들은 계약생산이나 수직적 통합의 확대, 인수․합병 및 해외직접투자를 통하여 사업영역을 확대하여, 「종자생산에서부터 슈퍼마켓에까지」이르는 농식품체제 전체를 대상으로 사업영역을 확장하고 있다. 특히, 바이오테크놀러지의 발전과 함께 이들 농식품복합체들은 소규모 유전공학기업들에 대한 투자도 확대하고 있다. 그 결과, 선진국과 후진국을 막론한 초국적 농식품복합체의 수직적 통합 및 다각화에 농업생산이 포섭되면서 한 국가 내지는 지역차원에서 이루어졌던 농업에 대한 자본의 지배는 이제 세계화와 함께 지구적 규모로 광범하게 확대되고 있다. 이러한 초국적 농식품복합체의 농업지배강화와 맞물려서 개별농가들은 세계시장에 그대로 내팽개쳐지기에 이르렀고, 농가수의 급격한 감소와 대규모 기업농의 확산이라는 농민층분해가 가속화되고 있다. 이 과정에서 초국적 농식품복합체에 대한 광범한 비판세력이 형성되고 있다. 미국의 「전국농민조합」이나 「미국농업행동」과 같은 중소농민의 이익을 대표하는 농민조직은 반다국적기업, 가족농업경영옹호 등의 정책을 내걸고 활발하게 활동하고 있다. 초국적 농식품복합체의 진출이 뚜렷하게 증가하고 있는 유전공학부문과 관련하여 유기농산물을 재배하는 농민들뿐만 아니라, 대체농업운동단체나 환경운동단체, 소비자운동단체들도 이미 유전자조작식품에 반대하는 대열에 합류해 있다. 이들은 공공적 성격이 강한 식품을 소수의 거대 농식품복합체가 지배하는 문제와 함께 식품의 안전성문제를 지적하고 있으며, 초국적 농식품복합체의 종자에 대한 해적행위나 미국의 가족농과 제3세계 농민에 대한 독점체의 영향력에 대하여 우려하고 있다. 따라서 후진국의 소농들은 물론 선진국의 가족농들도 자국의 농업을 지키고, 자신의 생활터전을 지킨다는 견지에서 농산물 수출국 또는 수입국을 초월하여 초국적 농식품복합체에 대항하는 연대가 필요하다. 즉, 국제적 연대의 강화를 바탕으로 초국적 농식품복합체의 농업지배에 대한 대응강화는 농산물의 안전성과 식량의 안정적 확보 및 생물 종다양성의 유지를 위한 관건이기도 하다.

Abstract

In recent years globalization has become a fashionable concept, although globalization is not a new phenomenon. Transnational corporations have become a central part of globalization. This means that the accumulation of “capital sans nationality” has begun to expand at the worldwide level. In the agricultural sector, the concentration of the agrifood system and multinationalization is already rapidly under way by transnational corporations. The current food regime has been influenced by agrifood complexes, which tie the agrifood system from farmers to consumers all over the world. Transnational agrifood complexes have begun to invest in small genetic engineering firms and engage in joint ventures. They have expanded their business sphere from the producing of seeds and agricultural chemicals to retailing foodstuffs through contract farming, vertical integration, M&A, and FDI. As the dominance of transnational complexes on agriculture has intensified, differentiation of peasantry has been made at a quick pace. Numerous social movement organizations believe that the potential for vertical integration and monopolistic control of agrifood system by transnationals is very dangerous. In America, the National Farmers Union and American Agricultural Movement have taken active roles against-transnationals to defend family farm. International coalition to oppose the dominance of transnational complexes on the agrifood system is very important for securing safe food, supporting environmental protection, and maintaining biodiversity. So, it is necessary for the peasantry, whether their country imports or exports agrifood, to organize and work together to protect their country's agriculture as well as their residential sites.
