세계농식품체계의 역사적 전개와 먹거리위기 ― 대안의 모색 : 식량안보에서 식량주권으로

초록

세계농식품체계의 형성과정에 대한 역사적 분석은 현재 먹거리 위기의 근원적인발생원인을 규명하는데 있어 매우 중요한 고리라 할 수 있다. 세계농식품체계의 형성에서 미국의 그린파워전략이 주요한 역할을 했고, 그린파워 전략의 귀결점이었던 다자간 농업협상에 의해 초국적 농식품복합체의 농업지배가 강화되었다. 특히 최근의 식량위기에 대한 면밀한 분석은 위기의 원인이 단순히 수급불균형이 아닌 세계농식품체계의 구조에 기인하고 있다는 점을 명확하게 보여주고 있다. 끊임없는 농업개발과 녹색혁명에 의한 생산성의 증대에도 불구하고 식량위기가 발생하고 있는 현실의 배후에는 태생적으로 불안정성을 지닌 세계곡물시장의 특성과 이 시장의 권력이 소수의 수출국가와 초국적 농식품복합체에 집중되어 있는 세계농식품체계가 자리하고 있다. 이 연구에서는 식량위기의 극복을 위한 먹거리 패러다임의 변화와 농식품체계의 전환의 필요성을 논증하고, 대안 농식품체계 모색의 과정에서 논의가 활발하게 진행되고 있는 식량주권에 대한 검토를 통해 대안운동의 발전방향을 모색하고자 한다. 이를 위해 본 논문에서는 식량권, 식량안보, 식량주권에 대한 비교 검토를 통해서 식량주권운동의 과제에 대해서도 제시하고자 한다.

Abstract

Historical analysis of the processes of the formation of global agri-food system is essential in grasping the primal cause of current food crisis. The Green Power Strategy of U.S. had played an important role in the making of the global agri-food system. During this process, transnational agri-food conglomerates have intensified their domination of food and agriculture in the world. The recent food crisis clearly shows that the cause of the problem is structural, rather than the imbalance between supply and demand. In spite of the increased productivity by agricultural development and green revolution, the current agri-food system is inherently vulnerable to food crisis. The food crisis is largely due to the unstable world grain market, which is manipulated by a handful of exporting nations and powerful transnational agri-food conglomerates. This paper have argued that we need a paradigm shift in food as well as the transformation of agri-food system in order to overcome the food crisis. We have attempted to explore the possibility of developing alternative agri-food movement by re-examining the concept of food sovereignty at both theoretical and empirical level. Furthermore, we have contemplated the future task of food sovereignty movement by comparing the concepts of food right, food security,and food sovereignty.
