2019년 홍콩 시위의 특징과 일국양제 위기론에 관한 고찰

이 논문은 2019년 홍콩 시위의 발생 원인과 특징이 무엇인지 논의하고, 홍콩 시위로 인해 제기되고 있는 일국양제 위기론에 대하여 분석하였다. ‘2019년 홍콩 시위’는 정치적 문제로 촉발되었고, 그 내면에 경제적 문제가 혼재되어 있었다는 점에서 ‘2014년 홍콩 시위’와 비슷하다. 다만 2019년 홍콩 시위는 2014년 홍콩 시위보다 모든 면에서 더 크고 격렬히 진행되고 있다. 중국은 이번에도 홍콩 시위에 대한 강경한 입장을 고수하고 있다. 이는 중국이 홍콩 문제를 대만과의 통일문제에 관하여 공세적 정책을 펴나가는 상황에서 나타난 심각한 위기 신호로 받아들이고 있기 때문이다. 이 논문에서 필자는 2019년의 홍콩 시위 발생 원인을 정치적 · 경제적 불평등과 상대적 박탈감에서 오는 홍콩 시민들의 불만, 중국공산당의 홍콩에 대한 강압적 정책, 이에 대한 홍콩 시위의 적극적 호응으로 발생했다고 평가하였다. 그러나 홍콩 시위로 인해 향후 중국의 일국양제가 실패하게 될 것이라는 일각의 예상에 대해서 의문을 제기한다. 이번 홍콩 시위는 정책의 실패이지 제도의 실패는 아니기 때문이다. 따라서 중국은 이번 홍콩 시위에 대하여 정치적 사안에 관해서는 강경한 입장을 고수할 것이며, 경제적 사안에 관해서는 경제적 혜택 제공 등 유연한 정책 변화를 진행함으로써 타협점을 찾을 것으로 전망하였다.
Abstract
This paper discusses the background and characteristics of the recent protests in Hong Kong, and it analyzes the crisis theory on the one country, two systems arrangement brought up by the Hong Kong protests. And, the author set forth a counter-argument against the crisis theory on the one country, two systems principle. “The 2019 Hong Kong protests” are similar to the 2014 protests since they were sparked by political issues intertwined with economic issues. However, “the 2019 Hong Kong protests” unlike “the 2014 Hong Kong protests” have been larger in scale and more intense in all aspects. China has, once again, maintained a firm stance on the Hong Kong protests. This is because Beijing sees the Hong Kong protests as an indicator of a grave crisis that came as its aggressive policies to pursue reunification with Taiwan are employed. The author, in this paper, contends that the 2019 Hong Kong protests were caused by Hong Kong citizens’ grievances built up by political and economic inequality and relative deprivation, Beijing’s oppressive policies on Hong Kong and the Hong Kong government’s active response towards such policies. However, the author argues against those who forecast that China’s one country, two systems arrangement will fail due to the Hong Kong protests. The recent protests in Hong Kong are the outcome of failed policies not a failed system. Therefore, the Hong Kong protests are expected to be resolved as China maintains a firm stance on “the Hong Kong protesters” and flexibly changes its policies on “Hong Kong” at the same time, thereby finding a point of compromise.
