Abstract
This study examines whether the increased inclusiveness of Candidate Selection Methods in South Korea’s major political parties genuinely expands democratic participation or, paradoxically, reinforces organizational mobilization. To address this question, the analysis reviews changes in party membership and dues payments from 2001 to 2023, as well as documented cases of mobilization and violations that emerged during candidate selection processes. The findings indicate that the growth in party membership has been driven less by sustained and responsible engagement than by short-term, strategic enrollment aimed specifically at participating in candidate selection. Although the number of dues-paying members has increased, the share of party finances funded by dues has remained largely unchanged, revealing the structural limitations of mobilization-based participation, including dues substitution. Empirically, the candidate selection process exhibited recurring patterns of mass enrollment surges, forced recruitment of members at the district level, spikes in membership even during debates over abolishing party-based nominations, and illegal mobilization of rights-bearing members through public office. These findings demonstrate that increased procedural inclusiveness expands quantitative participation but simultaneously weakens representativeness and accountability by institutionalizing mobilization-driven competition. Based on these results, the study proposes reform measures aimed at enhancing the quality of participation and strengthening responsibility within Candidate Selection Methods.
