초록

본 논문은 공직후보선출의 포괄성 확대가 민주주의정치체제 작동에 어떤 영향을 미치는가 라는 질문을 제기하며 2014년 지방선거의 민주당 서울지역 기초의회 후보선출을 대상으로 예비경선이 민주주의작동에 미치는 효과를 분석하였다. 분석은 하잔과 래힛(2010)의 분석틀에 의거하여 참여성(Participation), 대표성(Representation), 경쟁성(Competition), 반응성(Responsiveness)의 네 가지 지표로 이루어졌다. 참여성 측정은 투표율 변동에 기반하여 이루어졌으며 결과는 후보선출방법 포괄성 확대가 전반적으로 참여를 증진시킬 수 있음을 시사한다. 대표성 측정 결과는, 폐쇄적인 후보선출방식이 여성대표성의 제고에 더 유리한 제도적 여건을 조성하며 당원 또는 유권자가 선출자로 참여하는 포괄적인 후보선출방식에서 여성대표성은 낮게 나타난다는 기존의 가설을 입증해 주고 있다. 경쟁성 측정에서는 폐쇄적인 하향식 선출방법보다는 당원이나 유권자가 참여하는 포괄적인 상향식 선출방법에서의 경쟁성이 다소 높게 나타남을 보여준다. 반응성 요소에 있어서 본 분석결과는 포괄성이 높을 때 정당 위주의 반응성이 다소 강하게 나타나고 있음을 보여준다. 이 결과는 후보선출방법의 포괄성 확대가 정당조직 약화를 초래한다는 기존의 우려와는 달리 오히려 정당통합을 촉진할 수도 있음을 시사한다.

Abstract

This paper examines the impact of the inclusiveness expansion of candidate selection on the democratical political system and examines the effect in the case of the primary of the Democratic Party in the regional election in 2014. The analysis was conducted in four indicators: Participation, Representation, Competition, and Responsiveness based on the analytical framework of Hazan and Rahat (2010). Evaluation of participation was made based on the voter turnout, and the results suggest that broader inclusiveness of candidate selection methods could improve the participation in general. The results of the representativeness measurement show that the closed candidate selection system is more favorable for the enhancement of the women's representation. Competitiveness measurement shows that the competitive bottom-up selection method in which party members or voters participate is rather higher than closed top-down selection methods. The results of the responsiveness evaluation show that the more inclusive, the stronger the party-oriented responsiveness. This result suggests that enlargement of inclusiveness of the candidate selection method may facilitate party unification rather than the existing concern that the party organization weakens.
