제22대 총선의 공천은 한국의 민주주의가 얼마나 취약한지를, 그리고 어떠한 형태의 위기에 직면해 있는지를 구체적으로 포착할 수 있는 결정적 기회를 제공해주었다. 이번 총선에서 드러나듯, 문제는 정당 간 경쟁이 아니라 정당 내부의 문제, 혹은 정당 자체의 성격에 관한 것일 수도 있다. 이러한 문제의식 하에 본 논문은 제22대 총선에서 나타난 거대 양당의 공천을 분석함으로써 한국 주류 정당들의 속성을 확인하고 그것의 정치적 함의를 밝히고자 하였다. 구체적으로, 포퓰리스트 정당의 속성으로 도출된 4가지 요소들(‘국민’에 대한 강조, 기득권층의 부패에 대한 공격, 지도자 중심의 사인화 된 정치, 여론조사에 대한 과도한 의존)이 한국 거대 양당의 공천제도와 그것의 실행 과정 속에 어떻게 투영되어 나타났는지를 확인하였다. 분석 결과, 양당은 공천과정에서 국민을 강조하며 기득권층의 부패를 공격했지만, 주권자들의 참여는 여론조사라는 기형적인 형태로 왜곡되었다. ‘폐쇄적 개방’ 아래 ‘팬덤화 된 동원’이 결합된 거대 양당의 공천은 포퓰리스트 정당의 특성을 그대로 드러내는 것이었다.
Abstract
The candidate selection for the 22nd general election provided a decisive opportunity to concretely grasp how vulnerable Korea’s democracy is and what type of crisis it is facing. As revealed in this general election, the problem may not be competition between political parties, but problems within political parties, or the nature of the political parties themselves. With this awareness in mind, this paper attempted to confirm the attributes of Korea’s mainstream political parties and reveal their political implications by analyzing the candidate selection of the two major parties that appeared in the 22nd general election. Specifically, four elements derived from the characteristics of populist parties(emphasis on ‘the people’, attacks on corruption of the elites, leader-centered politics, and excessive reliance on public opinion polls) are reflected in the nomination of the two major Korean political parties. We confirmed how it was reflected in the system and its implementation process. As a result of the analysis, both parties emphasized the people in the candidate selection process and attacked the corruption of the elites, but the participation of sovereigns was distorted through the form of public opinion polls. The candidate selection of the two major parties, which combined ‘limited openness’ with ‘fandomized mobilization’, clearly revealed the characteristics of populist parties.
