코로나19 팬데믹 기간 중 승용차부제 시행의 경제적 효과 분석: 부산광역시 사례를 중심으로

정부는 교통혼잡으로 인한 사회적 비용을 감축하고자 교통수요관리정책(TDM)을 시행하고 있으며 승용차부제는 시민들의 자발적인 참여를 통해 불필요한 자동차 운행을 억제하고 도심의 교통난을 해소하여 사회경제적 비용을 절감하는 공익적 목적을 가진 정부 정책으로 평가받고 있다. 부산시는 2010년부터 전자식별태그(RFID)를 활용한 승용차부제를 도입 시행 중에 있으나 2020년에서 2022년 사이 코로나19 위기 단계가 심각 단계(4단계)로 격상되었을 때 지역 내 감염병 확산을 방지하기 위해 승용차 요일제를 3차례에 걸쳐 한시적으로 해제한바 있다. 본 연구는 이러한 점에 착안하여 코로나19 예방 및 확산 방지를 위한 사회적 거리두기 강화 추진 정책에 따라 승용차부제 운영이 일시적으로 해제되었을 때 승용차부제 시행에 따른 경제적 효과가 어떻게 나타나는지를 살펴보았다. 분석 결과 코로나19 팬데믹 기간 동안 승용차부제 시행을 통해 연평균 2,721억 원의 경제적 효과가 창출된 것으로 나타났다. 부산시가 같은 기간 동안 승용차 운행에 따른 사회적 비용(운행비용, 시간비용, 환경비용)을 연평균 6조 6,958억 원 지불하고 있다는 점을 감안하면 부산시의 승용차부제 활성화 정책은 여전히 유효한 방안으로 평가될 수 있다.
Abstract
The government is implementing Traffic Demand Management (TDM) policies to reduce the social costs associated with traffic congestion. The vehicle restriction policy is regarded as a government initiative with the public interest goal of reducing unnecessary vehicle operation through voluntary citizen participation, thereby alleviating urban traffic congestion and reducing socio-economic costs. Since 2010, Busan has been implementing a vehicle restriction policy utilizing Radio Frequency Identification (RFID) tags. During the severe phase (level 4) of the COVID-19 crisis, however, the city temporarily lifted the vehicle restriction policy three times to prevent the spread of the infection within the region. This study examines how the economic effects of the vehicle restriction policy manifested when the policy was temporarily lifted in response to the strengthened social distancing measures aimed at controlling the spread of COVID-19. The analysis revealed that during the COVID-19 pandemic, the implementation of the vehicle restriction policy generated an average annual economic benefit of 272.1 billion won. Considering that Busan paid an average annual social cost of 6.6958 trillion won, the activation of the vehicle restriction policy in Busan can still be considered an effective measure.
