최근 자가용 승용차의 과도한 이용에 대한 적절한 규제를 수반하지 않은 일방적인 공급위주의 교통정책은 도시교통문제 특히 교통체증문제를 완화할 수 있는 효과적인 대안이 될 수 없다는 인식이 확산됨과 동시에, 증가한 차량통행으로 인한 도시환경 및 사회적 문제의 심각성이 크게 대두됨에 따라 유럽의 주요 국가들을 중심으로 도시교통문제를 효과적으로 완화할 수 있는 정책 대안으로 교통가격정책에 대한 논의가 매우 활발하게 진행되고 있으며 서울시의 경우에도 이 제도의 조속한 시행을 계획 중에 있다. 본 논문은 교통가격체계를 구성하는 주요 제도들 즉 차량의 소유에 대한 재정적 규제, 주차장 규제, 지역면허제, 전자식 징수제, 그리고 주행세 등을 효율성, 수평적 형평성, 수직적 형평성, 단순성, 유연성, 경제적 수용성, 그리고 정치적 수용성 등의 지표를 기준으로 평가하여 서울시를 대상으로 적절한 교통가격정책 대안을 제시하였다. 분석 결과 지역면허제와 전자식 징수제를 혼합한 혼잡통행료 제도를 중심으로 하고 주차장 규제와 주행세를 보완적인 형태로 적용하는 제도를 가장 적절한 정책 대안으로 제시하였다.
Abstract
In recent years, there have been growing concerns that supply oriented transportation policies, whichemphasize transportation facility provision, are not effective policy alternatives to solve the urban transportationproblems. In this context, there are growing interests about transportation pricing policy among many Europeancountries, and Seoul city government is about to implement a transportation pricing policy. Several transportationpricing policy alternatives, especially for the Seoul Metropolitan Area, are analyzed in this paper. Fiscal controls onautomobile ownership, parking regulation, area licensing scheme, electronic transportation pricing, and fuel tax areanalyzed based on seven major indicators which are efficiency, horizontal equity, vertical equity, simplicity, flexibility,economic feasibility, and political feasibility. A congestion pricing scheme, which combine area licensing scheme andelectronic transportation pricing, complemented by fuel tax and parking regulation are recommended as a properpolicy alternatives in Korean situation.
