Abstract
This study examines the effects of monetary policy and changes in the payment market due to the institutionalization of stablecoins. This study also examines the impact on monetary policy and the payment market as stablecoin-related legislation passes in the United States. Interest in stablecoins has increased as the GENIUS Act was passed in the US House of Representatives on July 17, 2025, and the Digital Asset Basic Act has been proposed in the National Assembly in Korea. The institutionalization of stablecoins affects the money supply. The management of the money supply(M2) becomes more complicated, and the interest rate path of financial policy may be weakened. In addition, the money multiplier may change, and the foreign exchange market, capital flow, and capital movement may occur more quickly, increasing exchange rate volatility. In addition, the velocity of money may change, inflation pressure may occur, and the asset management strategy of the stablecoin issuer may distort the government bond yield itself. Finally, financial accidents and coin runs may occur. The institutionalization of stablecoins can also affect the remittance sector and the payment market. There is no need to carry physical currency, and since real-time exchange rates are applied, problems with future exchange rate losses can be eliminated. Stablecoin cards can be viewed as a type of dollar check card, and are currently collaborating with payment-related financial companies that utilize existing card networks, etc. Therefore, the institutionalization of stablecoins is expected to have a significant impact on existing central banks, financial companies, etc., and Korean laws also seem to require existing non-bank financial companies such as credit card companies to be able to participate in the business.
