미중 군사갈등을 둘러싼 동북아 평화 시나리오: 수정주의적 시각

동북아에서 과거 냉전적 국제관계는 미국-일본-한국을 하나의 축으로 하고 중국-러시아-북한을 또 다른 축으로 했다면 탈냉전적 국제관계는 미국-일본-북한을 하나의 축으로 하고 중국-러시아-한국을 다른 축으로 하는 세력균형이 점차 형성되어가고 있는 있는 것 같다. 이러한 동북아 상황을 시나리오 사고를 통해 수정주의적 시각에서 분석해본다. 평화가 찾아드는 시나리오로는 “반딧불” 시나리오를 제시하였고 갈등과 긴장의 시나리오로는 “투키디데스 함정” 시나리오를 들었다. 특히 한반도 상황과 맞물려서는 “인디펜던스 데이” 시나리오, “말괄량이 길들이기” 시나리오, “늑대계약” 시나리오, “킴멜” 시나리오를 설명하였다. 동북아에서의 주도권은 비동북아 세력인 미국이 가지고 있다는 점에서 미국의 행태 여하에 따라 평화 시나리오가 가능할 수 있고 반대로 갈등과 긴장의 시나리오가 가능할 수도 있다.
Abstract
The international relations, formed in the past during Cold War period based on the balance of power between Unites States-Japan-South Korea and China-Russia-North Korea, seem to be changing with the two sides of Korea switching the axis; North Korea joining with United States and Japan as an axis, and South Korea with China and Russia as another axis. This article aims to analyze the current situation in Northeast Asia from the revisionist perspective through scenario thinking. There are two basic scenarios: “Firefly” scenario as a peaceful solution and “Thucydides trap” scenario as a violent solution. And especially, “Independence Day” scenario, “Taming of the Shrew" scenario, “Pacte des Loups” scenario, and “Kimmel” scenario are explained, particularly engaging with the Korean peninsular situation. The initiatives for both peace and conflict are in the hands of United States of America.
