현재 동아시아에서는 과거 타지역에서의 국제분쟁과 경제위기 등의 이유로 이 지역에 상대적으로 약한 관심을 보였던 전통의 강자들이 속속들이 귀환하면서 긴장감이 높아져 가고 있다. 중국은 자국의 경제적 성장에 걸맞은 지역내 리더십을 구축하기 위해서 노력하고 있다. 미국은 비록 중동에서의 대 태러전쟁으로 관심이 분산되고 경제적 어려움에 처해 있기는 하지만, 여전히 동아시아에 막강한 군사력을 주둔시키고 있으며, 역내 많은 국가들과 동맹관계로 영향력을 유지하고 있다. 이에 일본이 과거 잃어버린 20년을 극복하고 재도약하기 위해서 경제적 확장정책과 더불어 군사적 재무장을 추진하고 있다. 러시아도 유럽에서 미국과의 대치상황에 대한 대응책으로 중국과의 관계를 밀접하게 증진시키고 있다. 결과적으로 이 지역에 중국을 포위하기 위한 미일동맹과 미국을 견제하기 위한 중러연합이 대립되고 있는 모습이다. 이러한 동아시아의 현재 상황은 이 지역에서 불확실성을 증폭시키고 있는데, 향후 미국과 중국의 양자 관계가 어떻게 정리되느냐에 따라서 동아시아의 국제질서의 큰 틀이 결정될 것이다. 앞으로 상당기간 동아시아의 두 강자 사이에는 어느 한 쪽의 일방적인 패권장악은 일어나기 어려운 시나리오이다. 특히, 미국과 중국 사이의 이러한 유동적인 관계는 동아시아지역에서 힘의 균형을 유지하면서도 그 형태가 고착화되지 않은 ‘동적인 세력균형(dynamic balance of power)’라고 정의할 수 있다. 즉, 기본적인 양극체제는 유지를 하고 있지만, 주변국들의 이합집산과 강대국과의 연대의 강도 등에 따라 그 형태와 세력분포 구도가 달라지게 된다는 것이다. 그러나 미국의 사드배치문제, 양안관계, 남중국해의 인공섬 건설 등의 문제들은 이 지역에서의 긴장이 고조될 수 있는 요인들로 작용하고 있다.
Abstract
Recently, political tension has been increasing in East Asia ever since traditional powers have started coming back to the region. China seeks to establish regional leadership comparable to their grown economic size. The U.S. has stationed their powerful troops in East Asia and kept alliances with many countries in the region even though it is suffering from economic downturn and is at war on terrorism in Middle East. Japan also pursues rearmament to jump up again as a regional power overcoming the lost 20 years. As a result, US-Japan alliance and China-Russia coalition are competing in East Asia. This confrontation between the two blocks increases uncertainty in the region. This polarity of the power can be conceptualized as “dynamic balance of power,” in which the powers are balanced but the structure is flexible. Basically, the system level structure would be a bipolar, while the shape and balance of the structure would be flexible based on the changes in the alignment among the powers.
