미국과 중국은 국제문제에 대하여 이해를 공유하기도 하고 대립하기도 한다. 미중은 세계평화의 유지와 테러리즘 반대, 하나의 중국원칙, 대만의 분리 독립 반대, 북한 핵 폐기 등에 대하여 인식을 같이하고 있다. 반면, 양국은 아시아에서의 영향력 확대 차원에서 갈등이 심화될 가능성이 높은 것도 사실이다. 동아시아에서 중국이 차지하고 있는 역할은 군사력과 함께 경제력의 증가에 따라 늘어날 것이기 때문이다. 이러한 사실에 기초해서 본 논문에서는 미중간 관계 변화가 동아시아 질서에 미치는 영향을 분석하는데 있다. 이를 위해 중국의 부상과 관련한 국제정치학의 이론적 논의를 살펴본 후, 탈냉전 이후 미중간의 관계 변화를 분석할 것이다. 이를 바탕으로 미중간의 협력과 갈등의 대표적인 이슈들인 북한문제, 대만문제, 환율 및 통상마찰문제, 아시아 영토분쟁 등에 대하여 살펴볼 것이다. 끝으로 미중관계가 한반도에 주는 함의를 살펴볼 것이다. 미국과 중국이 갈등을 빚고 있는 북한문제, 대만문제, 위안화 절상문제, 동아시아 영토분쟁에 대하여 양국은 현상유지를 택하면서 자국의 이익을 추구할 가능성이 크다. 중국의 입장에서 보면 중국의 군사력은 아직 미국에 비해 미흡한 수준이며 중국의 가장 큰 정책목표인 경제 발전을 위해서도 미국과의 협력은 필요한 것이다. 미국의 입장에서도 중국과의 갈등보다는 중국을 끌어안으면서 국제사회의 책임 있는 국가로서의 역할을 중국에게 요구할 가능성이 더욱 많다. 그러나 중국의 부상은 동아시아 질서에 많은 영향을 줄 것이다. 미국이 동아시아에서의 패권유지 노력은 계속될 것이고, 중국은 자신들의 힘의 부상에 따른 영향력 확대를 꾀할 것이기 때문에 장기적인 관점에서 갈등은 증가할 것으로 예상된다.
Abstract
The economic rise of China and its recent diplomatic engagement with other countries have given rise to much discussion of China's rise to world hegemony. U.S. and China have cooperated on various issues, including the maintenance of world peace, counter-terrorism, and global warming. In East Asia, the two countries shared the maintenance of one China, no Taiwanese independence, and eventual dismantlement of North Korea nuclear weapons, etc. However, as the power of Chinese military and economy has grown rapidly, the U.S. tries to hedge Chinese influence on international affairs. The purpose of this paper is to analyze the relationship between changes and continuity of U.S. and China, and examine its impact on security of East Asia. I examine theories related to the 'Chinese rise' and its impact on international politics such as 'power transition' and 'hegemonic stability' theories. Then, I discuss the U.S.-China relations in the post-Cold war era. Although Chinese tightly-managed currency and vigorous diplomatic engagement caused the rupture with the U.S., the two would cooperate to avoid further conflicts.
