이 논문은 급속하게 재구조화되고 있는 동북아 질서를 ‘헤게모니 이행’이라는 분석틀을 중심으로 분석하였다. 동북아 질서의 재구조화는 미국의 상대적 쇠퇴와 신흥 권력으로 급부상하고 있는 중국을 주목하면서 목하 진행되고 있는 지각변동을 논의하였다. 현재 진행되고 있는 동북아 지정학의 재편으로 말미암아 역동적인 이행의 정치가 벌이지고 있다는 주장과 함께 미중간의 권력경쟁을 검토하였다. 특히 오바마 행정부의 ‘축소’정책을 중시하고 시진핑 체제의 평화안정 대외전략 기조를 주목하였다. 그에 따라 미중간에는 전쟁과 같은 파국적 패턴으로 갈 가능성이 낮다고 전망하였다. 대신 권력경쟁이 언술 싸움으로 표현될 것이라는 인식하에 미중간 담론 투쟁의 일단을 살펴보았다. 미중간 권력경쟁에 더해 ‘헤게모니 이행기’에 나타나기 마련인 역내 영토분쟁을 주목하였다. 특히 중일간의 첨예한 대립 영토인 ‘센카꾸/다오위댜오’ 열도 이슈를 논의하였다. 이 문제는 영토 분쟁임과 동시에 역사분쟁이라는 점을 강조하여 과거사의 적절한 청산이 역내 공동의 과제임을 강조하였다. 더불어 동북아 역내 최대 안보현안인 북핵문제를 유사한 틀속에서 조망하였다. 이 논문이 제시하는 정책적 함축은 ‘헤게모니 이행기’에 접어든 동북아 질서를 안정적으로 재편해내고 그 속에서 한반도의 비핵화 및 평화정착을 위해서는 박근혜정부의 적극적인 정세 진단과 선제적 외교 노력이 긴요하다는 점이다. 그리고 남북대화를 비롯하여 6자회담 재개를 위한 폭넓은 외교를 구사해야 한다는 점도 강조하고 있다.
Abstract
This paper intends to analyze the restructuring of the Northeast Asia from the perspective of ‘the hegemonic cycle’ proposed by the world-system analysis. It is argued that our times are in transition from the era of US hegemony and thus in the process of the beginning of a new hegemonic cycle. In that vein, it noted the relative decline of the US and the rapid rise of China. As a result, the geopolitics in Northeast Asia represents a long and inevitable rivalry between two world powers. This paper analyzed the foreign policy of the US and China to diagnose how power competition will unfold between two ‘Giants’. Under the Obama administration, the US is taking a “contraction” strategy. In case of China, presently and for some time to come, its emphasis will be to sustain economic development under the stable external environment. As a result, we will see no major collision between China and the US in the near and mid-term future. What we will see instead will be verbal exchanges over issues of their strategic interests. In addition, territorial disputes between China and Japan, and North Korea’s nuclear issue represent imminent threats to key actors in the Northeast Asia. They are also interpreted as expressions of transition politics. Collective efforts are necessary to build momentum to start dialogue diplomacy.
