지역주의적 리더십의 변화 가능성에 대한 연구

지역주의적 정치동원은 한국정치의 상수로 자리잡으면서 민주주의 공고화 과정에서 극복되어야 할 가장 중요한 장애물 중 하나로 인식되고 있다. 지역주의에 대한 수요와 공급은 상호 상승효과를 유발시키면서 증폭되고 있으며, 한국정치에서 지역균열구조의 해빙은 상당기간 기대하기 어렵다는 평가가 일반적이다. 그럼에도 불구하고 최근 보수/진보의 산업사회적 균열구조와 권위주의/ 해방주의의 후기산업사회적 균열구조가 그 영향력을 넓혀가면서 지역균열구조의 약화 징후가 나타나고 있는 것 또한 사실이다. 선진산업사회로의이행, 신사회운동의 성장과 서비스업 종사자의 증가, 교육수준의 향상 등으로 좌파-해방주의자의 비율이 증가하고 있으며 동시에 경제의 세계화에따라 국민 전체의 정치적인 성향이 시장주의로 이동하면서 우파-권위주의자 역시 증가하고 있다. 이러한 유권자의 정치성향 변화는 정치 지도자들의 실천․성향체계를 변화시켜 지역주의적 리더십을 넘어서는 새로운행태의 리더십 창출을 가능하게 할 것이다.
Abstract
Political mobilization based on regional antagonism has become a constant of Korean politics and is widely perceived as one of the most important obstacles which should be overcome through the consolidation of democracy. Demand and supply for the regionalism are becoming amplified by triggering the synergy effect. It is generally understood that the degel of regional cleavage structure in Korean politics is hard to expect for a considerable period of time. Nevertheless, it is also true that signs of weakening of regional cleavage structure appear, since conservatism/progressivism cleavage structure of industrial society and authoritarianism/libertarianism cleavage structure of post-industrial society has continued to peddle the influence. Due to various factors such as shift into the advanced industrial societies, growth of new social movement, increase in service industries workers and improvement of education level, the proportion of left-libertarian has increased. At the same time, as Korea economically globalizes, political orientation of the country as a whole has moved to market; and thus the number of right-authoritarian has also increased. Such change in political orientation of voters will change the habitus of political leaders and will enable to create the new type of leadership beyond the regionalistic leadership.
