본 연구는 리더십의 유형을 세 가지로 구분하고 지난 지방선거에서 어떤 유형의 리더십이 재선에 가장 많이 성공하였는지를 살펴보았다. 먼저, 리더십의 세 가지 유형은 전통적 행정통치 모델인 관료형 리더십, 효율성과 성과를 중시하는 기업가형 리더십, 그리고 소통과 주민참여를 중심하는 거버넌스 리더십이다. 지난 지방선거를 분석한 결과 거버넌스 리더십의 재선 확률이 상대적으로 높았음을 확인할 수 있다. 본 연구는 그러한 결과는 낳은 원인으로 시민들의 직접행동과 자기-표현가치를 중심하는 후기산업화 시대의 흐름과 삶의 질과 복지 등을 중심하는 생활정치로의 정책 전환을 제시하였다. 우리 실정에 맞는 성공적인 거버넌스 리더십 모델의 구축이 시급한 과제임을 밝혔다.
Abstract
The purpose of this study is to give thorough and comprehensive understanding of local elections by analyzing the effects of leadership on the concurrent local elections of 2014 in Korea. We can classify three comprehensive theoretical models of local leadership especially according to priority of political party and values. Classical bureaucratic leadership centered on procedure and hierarchy in organization. C.E.O. leadership focused on markets serving individuals as customers. Governance leadership stressed on the participation and empowerment of the public. The analysis shows that governance leadership have a great influence on candidates’' winning as another variable in electoral outcome. This result can be explained two structural change. First. our research show that modern-day citizens in Korea are the most educated, most cosmopolitan, and most supportive of self-expressive values and stressed on independent, assertive civic activism ranging form volunteerism to public protest. Second. the appearance of Life Politics in Korea which emphasize on civil participation and empowerment.
