이 연구는 아베 내각의 방위정책을 사회보장과의 상관관계 속에서 평가하고자 하는 것이다. 현재 일본에서 저출산 고령화는 사회보장급부비의 급격한 증가를 초래하여 만성적 재정적자의 원인이 되어 방위비 증액의 압박요인이 되고 있다. 이 글의 목표는 일본 방위정책의 방향과 한계를 사회보장과의 관계 속에서 논하는 것이다. 분석을 위해 군사력과 사회보장의 상관관계에 대한 ‘대포와 버터(Guns and/or Butter)’의 오래된 논의에서 분석의 틀을 마련했다. 이러한 분석의 틀로, 사회보장비와 방위비가 모두 증가하는 확대균형, 두 가지 모두 감소하는 축소균형, 사회보장비 우선, 방위비 우선의 네 가지 경향을 드러낼 수 있다. 이 연구에서는 사회보장급부비와 방위관계비 사이의 상관관계를 GNP/GDP 대비 사회보장비와 방위비의 상관관계 및 세출 대비 사회보장급부비와 방위관계비의 상관관계 등 두 가지 측면에서 추적해 보았다. 그 결과, 아베 내각 이후 확대균형의 방향으로 변화하고 있는 것이 사실이나 이는 전후의 전체적인 궤적에서 보면 사회보장 우선으로 변화하는 커다란 방향에서의 변화 속에 나타나는 작은 변화라는 것을 알 수 있었다. 한편 한국의 경우에도 총인구변동 및 GDP대비 사회복지비 및 국방비는 일본과 비슷한 모습으로 추이하고 있다. 중국의 국방개혁도 인원감축에 중점이 있는 것으로, 인구감소에 대비한 것이라고 할 수 있다. 이렇게 보면 동북아시아의 군비경쟁은 인구변화라는 구조적인 문제로 인해 둔화할 가능성이 있다. 이러한 상황을 배경으로 ‘민주 평화(democratic peace)’가 아니라 ‘인구 평화(demographic peace)’의 가능성이 논의되고 있다. 이는 한일 간의 중견국 협력의 가능성을 전망하게 하는 논리적 근거가 된다.
Abstract
This study aims to evaluate Abe's defense policy in relation to social security. At present, low fertility and aging in Japan cause a sudden increase in the social security expenses, which is a cause of chronic deficits and are the factors of increasing the defense expenses. The aim of this article is to discuss the direction and limitations of Japanese defense policy in relation to social security. For analysis, the old argument of 'Guns and/or Butter' on the correlation between military power and social security was referred. The framework of this analysis can reveal four trends: balance in the increasing of both social security and defense espenses, balance in the decreasing of both, a social security expenses priority, and a defense expenses priority. In this study, the correlation between the social security and the defense was traced in terms of the correlation between the GNP/GDP and the social security. It is true that under Abe Cabinet the change in the direction of increasing of defense expenditure is remarkable, but this is a small change in the big changes from the overall trajectory of the postwar period to the social security priority. In Korea, on the other hand, changes in total population, social welfare costs and defense spending against GDP are similar to those in Japan. In this context, the possibility of 'demographic peace' rather than 'democratic peace' is being debated. This is a logical basis for forecasting the possibility of Korea-Japan cooperation.
