Abstract
This paper argues that ROK’s latent power which includes population would take a significant hit given the demographic cliff ROK is now facing as a reality beyond the so-called local extinction crisis because this trend could hardly be reversed within a short period of time, and that several measures proposed to maintain the minimum necessary security of ROK during this transition, including both changes in the military service system and expanding the use of advanced weapons systems, could not be enough and productive alternatives because they both have their own challenges to address. While the possibility of demographic transition during which ageing societies would less likely to engage in international conflicts still remains, ROK is forced to ponder some improvements in the force structure and weapons systems to grapple with both real threats from North Korea and the demographic cliff at the same time. However, we cannot exclude the possibility that those improvements, high-end advanced weapons systems in particular, can trigger spiral arms races with neighbouring countries. Now is the time for us to proceed with a serious and systematic review of some efforts to create a virtuous cycle of demographic transition considering mid-to-long term measures dealing with security pressures incurred by the demographic cliff beyond short-term responses which are conventional and reactive.
