이 글은 일본 정치의 보수화와 우경화 경향 속에서 아베의 안보 방위 정책이 지니는 위치를 학인하는 것을 목적으로한다. 이를 위해 보수화와 우경화의 구도를 정리하고, 전후 일본의 역사에서 안보 방위정책이 어떻게 전개되었는지 개관한 뒤, 아베의 안보 방위정책을 둘러싼 안보 담론과 아베 내각을 둘러싼 환경요인을 살펴보았다. 결론으로 다음과 같은 사실을 확인할 수 있었다. 첫째, ‘자주방위’론의 제기는 필연적으로 ‘미일동맹’과의 정합성에 대한 논의를 유발하여, 오히려 미일동맹을 강화하는 방향으로 귀결된다. 둘째, 일본 국민의 여론은 개헌에 대해 수용적인 태도를 보이지만, 그러나 ‘국방군’의 창설에 대해서는 아직 확고한 과반의 지지를 보여주지 않고 있다. 셋째, 일본의 인구구조 변화와 이로 인한 재정사정의 악화는 아베의 안보 방위 정책에 커다란 제약요인으로 작용하고 있다. 넷째, 일본에서의 안보논쟁의 주된 전선은 제도적 자유주의자와 정치적 현실주의자 사이에서 형성되고 있다. 일본에서 헌법개정과 국방군의 창설 논의가 우경화의 표상이 되어 있는 현실은 ‘평화의 이상보다 국제정치의 현실’을 중시하는 외교 안보정책에서의 보수화가 ‘사회의 현실보다는 공동체의 이상’을 부르짖는 시민사회에서의 우경화 논리에 의해 편향되어 나타나는 현상이다.
Abstract
This article aims to examine the meaning of security policy of Abe regime in the growing tendency of conservative swing(hoshuka) and rightward trend(ukeika) of Japanese politics. In this article I would like to make and use a new word, ‘Abecurity’ which means Abe’s security policy. For this purpose, it presents the structure of the conservative swing and rightward trend, overviews how the ‘Abecurity’ has developed in the history of post-war Japan, and finally examines the current discourses on security in Japan and the environmental factors surrounding Abe cabinet. This investigation can show the following conclusions. First, argument on the independent defense inevitably leads to the argument on the validity of US-Japan alliance, nevertheless, it results in the strengthening of US-Japan alliance. Second, the Japanese public opinion shows receptive position to the revision of the constitution, but still does not show the firm majority supporting to the establishment of national defense forces. Third,, the change of Japanese demographic structure and the resultant deterioration of finance are working as big restrictive factors to Abecurity. Fourth, the main front in the Japanese security controversy is being formed between institutional liberalists and political realists. Today in Japan, the argument on the revision of the constitution and on the establishment of national defense forces represent the rightward trend. But, this kind of reality can be recognized as a phenomenon where conservative swing in the foreign and security policy which attach greater importance to the reality of international politics than to the ideal of peace is deflected by the logics of the rightward trend in civil society where the ideal of community is requested rather than the reality of society.
