Abstract
The issue of ‘Inclusive Growth(IG)’ is being actively discussed in the academic as well as political area since the launch of the current government in Korea. This trend is true for other countries as well as international organizations such as IMF, OECD, etc. This essay, first, recognizes the concept of IG with a new perspective of ‘sustainability’ of the society under the current period of the high-tech age which tends to isolate laborer from capitalist in the process of production, and separate consumers from producers, and finally destroy the relations among peoples and classes in one society. Next, it investigates that the IG-related problem should be addressed with the region-specific approach because the relations, in reality, are being formed and transformed in a specific region. This necessitates the local public finance to play a decisive role in supporting the restoration of the relations among local residents which have been progressively dwindling under the high-tech society. In this context, this essay, then, explores the proper role of local public finance in supporting the sustainability in a specific region, and inclusive growth in one society as a whole, with respect to the intergovernmental fiscal relations and its coordination mechanism. Finally it analyses the current situation of the management of the local public finance of Korea with the same respect above, and evaluates it based on the abovementioned context. Lastly, it tries to find out the theoretical and political implications to advance the inclusive growth in our society.
