In addition to social safety net programs for the poor and vulnerable classes, the social demand for social service investment has been increasing continuously, with new social risk such as low birth-rate, compressed aging, family disorganization, and working poor etc. In social service investment policy, local governments have to play the significant role with active fiscal approaches. However, current intergovernmental welfare fiscal relationship is not effective for local active social investment, due to its vertical control-oriented property. In this paper, I studied the conditions of enlarging local financial roles for social service policies in view of new social risk, mainly focused on intergovernmental welfare fiscal relationship. This paper focused three subjects as follows. First, I tried to structure the theoretical framework about policy context of local finance for social service investment. Second, I analyzed the issues of current intergovernmental welfare fiscal relationship focused on central fiscal transfer systems. And third, I suggested a few policy recommendations for local financial investment on social service policy.
