Abstract
Social welfare expenditure of local governments in Korea has been rapidly expanded recently: the annual average of the growth rate was recorded as 10.8 percent from 2008 to 2013. Due to this trend, importance of social welfare spending among total local expneiture has been growing. In this paper, I analyze fiscal sustainability of the local welfare expenditure and suggest policy implication for sustaining the local public finance. The results show that the it is highly probable that local public finance turns out to be a deficit from the mid of 2020’s. Accordingly, it needs to prepare a long-term agenda for financial allocation between the central and local governments. Based on the two criteria, “accountability” and “efficiency,” I suggest that the central government takes responsibility for the welfare projects that are identical across the municipalities and enforced by the national law. The local governments should take on the projects that is better to reflect the local demand, and the block grants should be considered rather than the current specific grants.
