Abstract
This study empirically examines the impact of perceptions of policy actors' conflict roles on the perceived severity of social conflict and tests the moderating effect of ideological orientation. Using a pooled cross-sectional time-series dataset of 11,818 Korean adults collected annually from 2013 to 2024, hierarchical moderated regression analysis was conducted. The findings reveal four key results. First, perceptions of conflict responsibility among the central government, National Assembly, and local government significantly and positively influenced the perceived severity of social conflict, with the central government showing the strongest effect. Second, perceptions of conflict resolution efforts by the central government and National Assembly significantly and negatively affected conflict severity perceptions. Third, the moderating effect of ideological orientation was statistically significant only for the National Assembly, while no significant moderating effects were found for the central government, local government, or president. Fourth, the interaction between the National Assembly's conflict responsibility and ideological orientation showed a negative effect, whereas the interaction between the National Assembly's conflict resolution efforts and ideological orientation demonstrated a positive effect. Analysis of interaction effects indicated that progressive individuals showed greater variation in their perception of social conflict severity based on the National Assembly's conflict role compared to conservatives. Notably, when the National Assembly was perceived as making efforts to resolve conflicts, progressive individuals' perception of conflict severity decreased substantially. These findings contribute theoretically by empirically demonstrating that the moderating effect of ideological orientation operates differentially across policy actors in the mechanism of conflict perception formation. Practically, the study suggests the need for strengthening policy actors' conflict management capacity and developing conflict management strategies that account for ideological diversity.
