본 연구는 노르웨이의 민주주의를 지탱하는 요소들에 관심을 갖는다. 이를 위해 공공생활에 적극적으로 참여하는 시민사회에 초점을 맞추고 이를 가능케 하는 가치가 무엇이며, 이를 어떻게 실천하고 있는지에 대해 알아보고자 한다. 첫째, 노르웨이 민주주의가 추구하는 가치로 ‘평등과 자유의 융합’을 제시할 것이다. 노르웨이 민주주의는 강한 공동체주의를 특징으로 한다. 공동체주의는 평등의 가치를 기반으로 하는데, 이는 궁극적으로 개인의 자유를 보장받기 위한 평등의 의미를 지닌다. 둘째, 노르웨이는 이러한 가치를 교육을 통해 계승해왔다. 교육시스템은 시민의 공적 이슈에 대한 관심과 참여를 독려하고 이를 통해 민주주의의 가치를 증진시킨다는 점에서 중요하다. 지식과 역량이 높은 개인이 정치참여 및 사회활동에 적극적이고 사회적 신뢰도 높다. 이러한 인식 하에 노르웨이는 특히 성인을 대상으로 하는 비정규교육 혹은 비형식교육에 관심을 기울여 왔다. 노르웨이 민주주의는 성인교육(ALE: Adult Learning and Education)을 통해 시민의 의식수준을 높이고 시민 스스로 사회문제에 참여하고 해결할 수 있도록 한다. 이에본 연구는 노르웨이의 민주주의 실천 과정을 성인교육시스템을 통해 들여다보고자 한다.
Abstract
In this study we explore what makes Norwegian democracy work. For this purpose, we focus on the civil society with active engagement in the public life. In addition, we try to examine the issue of which values enhance Norwegian democracy and how Norway practices its democracy. First, we show the harmony of equality and liberty as the values sustaining Norwegian democracy. Norway has characteristics of strong communitarianism. Also its communitarianism is rooted in the equal ideals guaranteeing liberty. Second, Norway has inherited these values through education. Education system encourages citizenship through active participation in the public life and promotes democratic values. Furthermore, Norway, for a long time, has been interested in non-formal and informal education for adults. Especially, Adult Learning and Education(ALE) makes citizens voluntarily have their view on the public issues and participate in social or political activities. Therefore, this study tries to find the way that Norway implements democracy in the lens of ALE system.
