한국에서 민주시민교육은 체계적인 조직과 구조화된 교육활동에 기반을 두지 못했으며, 정치적 상황에 따라 변화를 거듭하였다. 본고에서는 이런 문제의식을 가지고 민주시민교육의 내용과 실태를 검토한 후 올바른 민주시민교육의 방향을 탐색하고자 한다. 본고에서 다룰 내용은 다음과 같다. 첫째, 민주주의의 의미와 원리 그리고 민주적 생활양식 등에 대해 알아보도록 하겠다. 다음으로 시민과 시민성의 의미에 대해 살펴보도록 하겠다. 둘째, 민주시민교육의 유래와 의미에 대해서 알아보도록 할 것이다. 다른 나라에서 민주시민교육을 어떻게 실시하고 있는지에 대해서 알아보도록 하겠다. 다음으로 우리나라에서 해방 이후 민주시민교육이 어떻게 변화해왔는지를 살펴보도록 하겠다. 셋째, 민주시민을 육성하기 위해 민주시민교육이 필요한 이유를 구체적으로 살펴보도록 할 것이다. 끝으로 우리의 학교와 사회가 지향해야 할 민주시민교육의 바람직한 방안을 탐색해보도록 할 것이다. 결론적으로 민주시민교육의 목표인 시민성 함양은 시민교육과 관련된 여러 내용, 활동, 장소, 자료, 기능, 시설, 사람 등과 같은 요소들이 유기적으로 결합될 때, 보다 큰 시너지 효과가 생긴다는 사실이다.
Abstract
In Korea, dmocratic citizenship education had not not based on the systematic organization and the structured educational activities, repeated changes according to the political situation. This study is going to explore the direction of the proper democratic citizenship education after reviewing the content and status of democratic citizenship education. Contents covered in this paper is as follows. First, we will look for the meanings of democracy and democratic principles and lifestyle. Next we will take a look at the meaning of citizens, citizenship and civil rights. Secondly, we will try to know about the origins and meanings of democratic citizenship education. I will look for how to conduct democratic citizenship education in other countries. Next we will examine how democratic citizenship education has come to be changed after the Liberation in our country. Finally, this study is going to explore the direction of the proper democratic citizenship education that our school and society aim for. In conclusion, the goal of democratic citizenship education, fostering democratic citizenship will be greater synergy when contents, activity, places, data, functions and facilities relating to civic education are organically combined with.
